An important aspect of any health and safety policy is the testing of portable appliances or pat testing for portable appliances. There has been a report that states that 25% of all electrical accidents reported to the Health & Safety Executive are caused by portable appliances.

The Electricity at Work Regulations impose a legal duty on employers, employees, and self-employed individuals to adhere to the regulations and take reasonably practicable measures to prevent hazards from electrical equipment use. This necessitates a systematic and consistent program of maintenance, inspection, and testing.  The Health & Safety at Work Act (1974) places such an obligation in the following circumstances:

the use of appliances that have been rented or purchased.
